It was learned that from the end of 1979 to the end of August 2009, the State Council has invited the NPC and its Standing Committee to consider 231 legal bills, 682 effective administrative regulations, and a socialist legal system with Chinese characteristics.


Xin Chunying, deputy director of the legal standing committee of the Standing Committee of the National People's Congress, said that after years of unremitting efforts, governments at all levels have exercised administrative power basically, and the quality of government legislation has improved significantly.

He said that the State Council has always adhered to the unity of the government's legislative decisions and reform decisions.

From the end of 1979 to the end of August 2009, the State Council submitted to the NPC and its Standing Committee to consider 231 pieces of legal bills, to enact 682 effective administrative regulations, and to establish regulations and regulations filing system from 1987 to the end of August 2009. 26308 regulations were formulated by the State Council departments and the local governments with legislative power.

We should pay more attention to scientific legislation and democratic legislation.

As of the end of August this year, a total of 53 draft administrative regulations have been solicited publicly from the public.
