　　企业股份制改制是企业在境内上市的基本条件。记者昨日从泉州发改委获悉，去年以来，泉州各县（市、区）纷纷出台鼓励企业改制上市的政策措施，加快推进企业改制上市步伐。如，晋江市政府拨出1000万元设立“晋江市企业上市发展专项资金”，之后将按每个纳税年度全市股份公司新增税收的一定比例增拨，专项用于扶持企业上市；南安市政府除了设立专项扶持资金外，更决定给予第一家上市企业奖励350万元。

To this end, the Quanzhou municipal Party committee and the municipal government require all counties (cities, districts) and the Quanzhou Development Zone Management Committee to set up near, medium and long-term plans for promoting the listing of enterprises in accordance with the requirements of "selecting the best supporting group, reforming the system of counselling, declaring a number of listed companies, making bigger and bigger batches", so as to form a listed reserve echelon and improve the ability of direct financing.
